Description
Every day at about 6 PM a group of dog owners illegally let their dogs off leash in the Park Row circle. While walking on the sidewalk across from this circle, my dog and I have been confronted multiple times by one or more of the dogs that have been off-leash. I have tried multiple times to tell them that this is not an off-leash dog area, but they continue to do this.
