Description
Ramp meter/ramp signal light out for merge onto 805-N from Miramar/La Jolla Villa Dr. It has not been functioning for over two weeks now. Only the HOV lane will cycle from green/yellow/red, regular merge lane stays red the entire time. Causes huge back up at the merge and people flee the lane without looking prior.
