Car not moved across the street from my driveway for 3 weeks.

Homeless encampment blocking sidewalk

Vehicle owner has 2 vehicles, both large SUVs, that are always parked one behind the other on public street in front of address 3920 Hawk st in Mission Hills. Whenever one vehicle is moved, owner will place stolen city cones to block parking spot until their return, blocking up to 3 spots at a time with cones and no car being able to park on the public street.
