Description: This is the third notification I have made regarding my missed pickup of my recycle bin (from 8/19). I request a full refund of the additional taxes you are charging for a service you are not fulfilling. My bin was on the street the evening of 8/18 and never collected on the scheduled 8/19 pickup.
